1070.12 HOURS; USE OF PARKS DURING EMERGENCIES. No person shall:

   (a)   Enter a park except during the hours posted;

   (b)   Enter a park or remain in a park during the hours the park is closed without first obtaining a permit therefor from the City Manager; or

   (c)   Enter a park during a period of emergency so declared by the Manager.
