(a) No person shall ride a horse in a park except in areas or on trails designated for such use.
(b) No person shall ride a horse in a park in such a manner as to endanger the rider or any other person, the horse or any property.
(c) No person shall ride a horse in a park when it is closed without first obtaining a permit therefor from the City Manager.
(d) Horseback riders in a park shall yield the right of way to pedestrians and motorists at points where bridle trails intersect foot trails, roads, drives and parkways.
(e) No person shall leave a horse unattended in a park other than for the purpose of stabling the horse at a designated stable.
(f) No person shall over-ride, cruelly mistreat, mutilate or torture a horse in a park.
