1070.10 PEDDLING AND SOLICITING; SIGNS.
   No person in a park shall:
   (a)   Sell or offer for sale any article, privilege or service, unless such sale or offer is pursuant to a contract with the City Manager;
   (b)   Beg, peddle or solicit for money, a privilege or a service; or
   (c)   Erect a sign on, or attach a sign to, property owned or controlled by the Manager, or display any placard, notice, advertisement, circular, banner or statement, other than a permanent sign, on a vehicle.
