(a) No person in a park shall camp in an area or on a site which is not designated for such purpose by the City Manager.
(b) No person shall establish or maintain a camp or other temporary lodging or sleeping place in a park without first obtaining a permit therefor from the Manager.
(c) No group shall camp in a park without first obtaining a permit therefor from the Manager.
