The owner of any property served by the refuse collection service authorized in this chapter may have a tenant, occupant or lessee receive the statements and pay such charges, but such occupant or tenant or lessee for such purpose acts as the agent of the owner who shall not thereby be relieved from the payments of any charges not paid by the tenant, occupant or lessee.
