1064.05 MANNER OF COLLECTION, TRANSPORTATION AND DISPOSAL.
   (a)   Only those persons who have been designated as approved collection agents by the City Manager may collect and transport garbage and household rubbish in the City.
   (b)   Collections shall be made in residential areas and that portion of a commercial or industrial area within 200 feet of an adjoining residential area between the hours of 6:30 a.m. and 8:00 p.m., Monday through Saturday. The collection agent shall maintain a regular schedule of collection from the customer at least weekly.
   (c)   No person shall allow refuse storage containers to remain at the curbside for more than twenty-four hours after refuse collection has occurred, except as is necessary due to the temporary absence of all persons of the household from the City. In no case shall containers be left at the curbside for more than ninety-six hours. Persons who are to be absent from the City must make provisions for removal of containers from the curbside by other parties if their absence from the City will result in containers being at the curbside more than ninety-six hours.
   (d)   The owner, occupant or person in charge of a premises within the City shall place household garbage and household rubbish in required containers at a location not farther than ten feet from the curb or edge of the pavement. Containers shall not be placed in the street.
   (e)   The City Manager may, by contract, provide special refuse collection services to persons who are physically unable to place household garbage and household rubbish in required locations.
   (f)   The owners of apartment complexes or other multi-family units containing five or more units per zoning lot shall provide metal refuse storage containers of one cubic yard capacity or more and designed to be emptied directly into specially equipped refuse collection vehicles to be used for common disposal by the residents residing therein. No individual in these apartment units shall separately contract for solid waste disposal.
