1060.06 REGULATIONS CONCERNING BASES FOR MONUMENTS AND MARKERS.
   Each owner of a lot wishing to place a monument or marker thereon must provide, at his or her own expense, a base for such monument, constructed in compliance with the following rules:
   (a)   A permit for the installation of a monument, marker, base or other facility is required.
   (b)   A large monument or marker is any monument or marker larger, in the aggregate, than twelve by twenty-four by twelve inches high. A small monument or marker is of such size or smaller. (c) The top of a foundation and/or base shall be finished to ground elevation and provide a four-inch border that extends from the monument in all directions for easier grounds maintenance. (d) A large marker or monument shall have a foundation and/or base depth of thirty inches or more. (e) A smaller marker or monument shall have a foundation and/or base depth of eighteen inches or more.
   (f)   A foundation and/or base shall be inspected and approved by the City before concrete is placed.
   (g)   All markers and monuments must be placed at the heads of individual graves, except in the case of an eight-grave lot owned by members of one family, in which case a family monument may be placed in the center of the lot. No monument or marker may occupy more than eighty percent of the space available therefor.
   (h)   All orders for construction of foundations and/or bases for monuments in City owned cemeteries must be approved by the City pursuant to any requirements contained in the permit required in subsection (a) hereof.
