In the absence of documentary evidence to the contrary, the Director of Finance shall assume that the right to bury the bodies of deceased persons on a cemetery lot descends from the owner or purchaser thereof according to the Ohio statutes of descent and distribution. Documentary evidence in the form of copies of duly probated wills, or an instrument in writing in the form of a deed or agreement transferring the ownership of such lots, shall be received by the Director of Finance to evidence the transfer of the ownership thereof, and a charge of three dollars ($3.00) shall be made for the charge of records of the Municipality, whereupon a new certificate of ownership or deed shall be issued to the new owner.
