The charge to be paid to the City by purchasers of grave lots in Municipal cemeteries shall be as follows:
(a) For purchases by residents of the City for use by such residents and their immediate families: two hundred fifty dollars ($250.00) per grave lot;
(b) For purchases by others: four hundred dollars ($400.00) per grave lot.
