1054.96 PAYMENT OF FINES AND PENALTIES.
   (a)   All fines and penalties payable under this chapter shall be paid to the City.
   (b)   All fines and penalties payable under this chapter are due and payable upon the receipt of notice of assessment of such fine or penalty.
