The Director of Service may reject any wastewater which, in his or her opinion, may be harmful to or exceed the capacity of the City's wastewater facility, may require pretreatment of such wastewater by a user prior to discharge to the City's wastewater facility, or may require payment to cover the added cost of handling and treating the wastes under the provisions of Section 1054.24. When a user is required to install pretreatment equipment at its facility and to treat its wastewater prior to discharge, such equipment shall be maintained continuously in satisfactory and effective operation by the user at the user's own expense.
