(a) This chapter shall apply to the discharge of all nonresidential wastewater to the wastewater facility of the City. This chapter provides for use of the City's wastewater facility, control of the quantity and quality of wastewater discharged, wastewater pretreatment and penalties and other procedures in cases of violation of this chapter.
(b) This chapter shall apply to persons in the City and to persons outside the City who are, by contract or agreement with the City, users of the City's wastewater facility.
(c) Nothing in this chapter shall be construed so as to interfere with any existing or future lawful requirement that may be, or heretofore was, imposed by the City or other public body authorized to enact sanitary, health or water pollution abatement restrictions, so long as such requirement is consistent with the purposes of this chapter.
(d) No person shall be found in violation of any supplementary limitation enacted pursuant to Section 1054.11 prior to the date of its enactment.
