1052.17 CONNECTION PERMIT FEES.
   The following shall be the schedule of fees for connections to the sanitary sewer system.
   Before any person connects to or discharges sewage into the sewer system or extends the use of the sanitary sewer system on his or her premises to additional dwelling, commercial, manufacturing or other units, he or she shall pay to the City a connection permit fee in an amount applicable to the schedule below.
   (a)   Before any entity connects to, discharges into or extends the sanitary sewer system for benefit of any tract of land or structures thereon, a connection fee shall be paid to the City in an amount determined by the applicable water tap/meter size required to serve the particular use. Applicable fees shall be per the following schedule, but in no case less than five hundred dollars (500.00).

   Connection fees for meter sizes not enumerated above shall be determined by the City Engineer based upon accepted engineering standards for water use and discharge, and in proportion to fees for given meter sizes. The City Manager shall hear and decide appeals concerning fee determinations by the City Engineer.
   (b)   For each addition to a use, requiring a separate water connection, an additional sanitary sewer connection fee shall be charged according to the schedule in subsection (a) hereof.
   (c)   Industrial or other users discharging excessive sewage shall be charged an additional connection fee based on the excessive demand placed on the system as determined by accepted engineering practices. If the sewage discharged is determined by laboratory analysis to require additional treatment, the City may charge a yearly fee equivalent to the cost of the additional treatment agents or processes. If the sewage discharged is determined by laboratory analysis or the Ohio Environmental Protection Agency to be detrimental or incompatible with the wastewater treatment plant process, the City may require preliminary treatment of the sewage before it is discharged into the sanitary system.
   (d)   The purpose of the connection permit fees provided herein is to provide funds necessary for construction, operation and maintenance of wastewater treatment facilities.

   (e)   A special tap-in fee shall be charged for each connection to sanitary sewerage connected to, or served by, the sewage pumping station at 3640 West National Road. In the case of single-family homes, the fee shall be one thousand, five hundred dollars ($1,500) per home. In the case of attached dwelling units, the fee shall be seven hundred fifty dollars ($750.00) per dwelling unit. In all other cases, the fee shall be two thousand dollars ($2,000), in addition to that provided for in subsection (a) hereof. The fees provided for in this subsection may be revised from time to time, in the same manner as other fees provided for in this section.
