Each consumer or owner whose premises is connected to the storm drain or a storm water drainage ditch, as required by Section 1052.09, shall pay to the City for the connection and storm drain or storm water drainage ditch service at the rate of not less than three dollars and forty-five cents ($3.45) bimonthly for each such connection, plus fifteen cents ($0.15) per 1,000 gallons of water delivered bimonthly in excess of 5,000 gallons for each such connection served. Such charges shall be credited and deposited in the Street Construction Maintenance and Repair Fund.
