(a) Each consumer or owner whose premises within the City is connected to the sewer system shall pay to the City for the connection and for sewer service at the rate of not less than twenty-four dollars and twenty-eight cents ($24.28) bimonthly for each dwelling, commercial, manufacturing or other unit served, plus four dollars and eighty-five cents ($4.85) per 1,000 gallons of water delivered bimonthly over 5,000 gallons for each such unit served.
(b) Each consumer or owner whose premises within the City is connected to the sewer system but not the water system shall pay to the City for the connection and for sewer service at the flat rate of seventy-two dollars and eighty-two cents ($72.82) bimonthly for each unit served.
