(a) No person shall permit any substance to enter the sewerage system which would damage the sewer mains or which would be damaging to the efficient operation of the sewage treatment plant.
(b) No person shall permit or cause any material, debris, petroleum product, chemical or other substance to enter the storm or sanitary sewerage system which could damage the system, affect or impede its flow or cause its discharge to be polluted.
(c) Treatment of sewage to be discharged into the sewerage system to remove all substances which would damage the sewer mains or which would be damaging to the efficient operation of the sewage treatment plant shall be performed by the consumer on whose premises such substances are mixed with sewage to be discharged into the system.
