1044.29 SPECIAL INSTALLATION CHARGES.
   (a)   Concurrent with the payment to the City of a tap-in fee by any resident or business organization who or which utilizes taps into the 2,800-foot, sixteen-inch water main constructed in November, 1987, between Wenger Road and Hiligrove Avenue, such resident or business organization shall pay an installation charge to pay the fair share of the installation cost of the water line, in addition to the normal tap-in fee, computed as set forth in subsection (b) hereof.
   (b)   Such charge shall be the lesser of either three thousand, five hundred, twenty-five dollars (3,525) per gross acre, or part thereof, comprising the zoning lot to be developed or sixty cents (60Q) per square foot of gross floor area, per floor, of the principal building erected on the zoning lot.
   (c)   The same additional charge computation and fee shall apply to a new tap of the eight-inch water line which parallels the newly constructed sixteen-inch main.
   (d)   Charges to be collected under this section will no longer be applicable after ten years from the effective date of this section.
