(a) Concurrent with the payment of a connection fee to the City by any owner or consumer who hereafter taps into the water system constructed or hereafter constructed pursuant to this section, there shall be paid an installation charge equal to the fair share of the cost of labor, equipment and materials for the installation of such water line adjacent to the property of such owner or consumer, in accordance with the provisions of this section, in addition to the required connection fee.
(b) Council may, from time to time by resolution, find and declare that the actual cost of the installation of any water line may be paid for under the provisions of this chapter. Such resolution shall apportion the actual cost of the installation of such water line, including labor, equipment and materials, among the several owners or consumers who may be benefited thereby, according to the front foot method. Such resolution shall declare that in lieu of an assessment against such property owners, at the time of the actual installation of such water line, the cost thereof will not be assessed at the time of the actual installation of such water line, but may be paid by any owner or consumer benefited thereby at such time as he may actually connect to such water line. The resolution shall further provide for the actual front foot charge to be made for the installation of such water line and further provide for the amount of interest which will be credited and accumulated on such installation charge from the time of the installation of the water line to the time such charge may be paid by any owner or consumer.
(c) A map of the City and environs shall be established and the same shall be posted in the most public place on the interior of the Municipal Building giving notice to all persons who may be interested of those areas and tracts of land in the City and environs which are subject to an additional water line installation charge, a charge in addition to other charges made for tapping into the City water lines. All water line installation charges established and not paid shall be entered upon a map by showing those areas in color and all areas made subject to an installation charge in the future shall be indicated on such map in color.
The Director of Finance shall keep the map up to date and shall indicate on the map, as aforesaid, which areas are subject to charge and also those areas where the charge has been paid.
