The Department of Service shall inspect all service connections and lines and shall not approve the delivery of water through the service connection or line unless the service connection and line have been installed in conformity with approved standards for materials and workmanship. The fee for such inspection shall be ten dollars ($10.00) per thirty-five linear feet or part thereof.
