Each separate single or multifamily dwelling structure, each separate commercial, manufacturing or other structure, unless occupied by a single commercial, manufacturing or other consumer on the same lot, parcel or tract of land, and each lot, parcel or tract of land, shall be connected to the water system separately and water delivered to each shall be individually metered and water charges individually computed.
