No water connection shall be made for any lot unless there is first set on the premises a center hub stake with relation to the lot for which the connection is sought.
Every water connection shall be made from the water main at a position opposite the center hub stake for the lot to be served, unless a tap at such position would place the water line in violation of the provisions of Section 1044.20, in which case the tap may be made at such position as the Superintendent of Utilities shall direct.
Service mains, including replacements to premises, shall be run at right angles to the street and at a depth of not less than three and one-half feet below the finished grade.
Water meter boxes and ground key curb stop boxes shall be located at a point approximately equal distance between the back of the curb and the edge of the sidewalk nearest the curb.
