The Superintendent of Utilities may authorize the installation of water meters inside structures in a frost-proof location when the property owner or consumer pays to the City, as the fee for installation by the City of a remote meter register and connections at a point on the exterior of the structure, an amount equal to the cost to the City of materials, labor and equipment required to install the register and connection devices.
