An approved connection permit authorizes a property owner or consumer to connect to and use water from the water system as permitted herein and as restricted by the City from time to time and in a like manner and with the same privileges as other consumers connected to the water system. The City shall furnish a corporation stop and tap the water main serving the property owner's or consumer's premises. The City shall furnish, install, own and maintain a water meter of a size for which a permit fee has been paid and, when the water service line and appurtenances have been installed and approved, shall maintain a water service line and appurtenances from the water main to its connection with the owner's or consumer's service line at the water meter or ground key curb stop, but in no case will the City maintain any part of a service line located on an owner's or consumer's premises.
