1044.17 CONNECTION PERMIT FEES.
   The following shall be the schedule of fees for connections to the water system. Before any person connects to or draws water from the water system or extends the use of water on his or her premises to an additional dwelling, commercial, manufacturing or other unit or area, or in the same unit or area, he or she shall pay to the City a connection permit fee in an amount applicable to the schedule below.
   (a)   For all connections to the water system or extensions thereof, the fee shall be an amount established for the larger of either the tap itself or the meter therefor, per the schedule below, but in no case shall such fee be less than four hundred and fifty dollars ($450.00).

   Connection fees for meter sizes not enumerated above shall be determined by the City Engineer based upon accepted engineering standards for water use, and in proportion to fees for given meter sizes. The City Manager shall hear and decide appeals concerning fee determinations by the City Engineer.
   (b)   For each addition to a use, requiring a separate water connection, a connection fee shall be charged according to the schedule in subsection (a) hereof.
   (c)   For purposes of determining, the size and number of meters required for multifamily residential units the following table will be used.

   (d)   The purpose of the connection permit fees provided herein is to provide funds necessary for construction, operation and maintenance of the water supply system.
   (e)   The water service fees enumerated above shall allow the additional connection of a landscaping irrigation system meter upon payment of the cost of said meter and upon securing a proper permit from the City at a cost of twenty-five dollars ($25.00).
