Before any connection is made for the use or delivery of water from the water system to a consumer, the owner of the property to be served or the consumer shall apply to the Department of Finance for a connection permit which, after the fees and charges required in this chapter have been paid to the City and the plans, information, documents and assurances required herein have been submitted to the City, shall be issued by the Director of Finance. The Division of Utilities shall within a reasonable time thereafter make such connection in the manner provided in this chapter, provided that any required installation charges under this chapter are paid.
