1044.09 WATER METERS.
   (a)   Water meters remain the property of the City at all times.
   (b)   No person shall break or tamper with the seal on any water meter except as authorized by the Superintendent of Utilities.
   (c)   Water meters damaged by misuse, accident or any other act will be repaired or replaced by the City and the cost of such repair or replacement shall be charged to the owner or consumer of the premises served by the damaged meter as are water charges.
   (d)   No person shall remove any meter except as authorized by the Superintendent of Utilities.
   (e)   Any meter may be removed or replaced by the Division of Utilities for tests, repairs or other purpose.
   (f)   Owners and consumers shall maintain the premises served to permit free access to water meters.
   (g)   The Division of Utilities, as its work schedule permits, will relocate any water meter to a water meter box or wall install a remote register device, at the option of the Superintendent, when a property owner requests such relocation or installation and pays to the City an amount equal to the cost of such relocation or installation.
   (h)   The Division of Utilities may disconnect the supply of water to an owner or consumer when the owner's or consumer's water service line or water distribution system leaks unreasonably and such water supply shall not be reconnected until the water service line or water distribution system is repaired to a good condition.

   (i)   Any consumer questioning the operating efficiency of his or her meter may request that the meter be pulled and tested by the Division of Utilities. If test results indicate that the meter is operating within the normal efficiency range, the meter shall be reinstalled and a service charge of fifty dollars ($50.00) shall be levied upon the consumer's account. However, if the meter test indicates that the meter is operating beyond the normal efficiency range, the defective meter shall be replaced and the consumer's billing shall be adjusted to reflect an estimated consumption based upon an average of previous billing periods.

   (j)   A separate meter, to be newly installed for watering grass and other landscaping, commonly referred to as a "sprinkling meter," shall be permitted for installation at the owner's expense in compliance with all applicable regulations.
