The Finance Director is hereby authorized and directed, from time to time, to certify to the County Auditor all charges for water and sewer service under this chapter which are delinquent for payment for a period longer than sixty days. Such amounts shall be entered upon the tax duplicate of the real property involved and be a lien upon such land from and after the date of the entry, to be collected with other taxes and returned to the City with other items of the General Fund.
