No consumer shall draw water from the water system in amounts in excess of what can be provided by the water system without limitation of or restriction of other consumers' use.
No consumer shall discharge sewage into the sewer system in amounts in excess of what can be drained and treated by the sewer system without limitation of or restriction of other consumers' discharge.
