Water meters shall be read three times each year or at such times for such areas within the City as the Director of Finance from time to time determines. Owners or consumers may be charged for sewer and water service at an estimated rate of consumption, taking prior meter readings as a guide, at any time that water meters are not read.
The Director shall, whenever possible, determine the amount of water delivered to the owner or consumer by reading the water meter and shall prepare the water and sewer service statements based on such readings. The Director may, however, estimate the amount of water delivered since the prior meter reading, taking the prior meter readings as a guide, if weather conditions, meter inaccuracy, inaccessibility of the meter, accounting system requirements or other conditions require. The Director shall determine, and his or her determination shall be final, the amount of water delivered, either by estimate of water meter readings or by actual meter readings, and the owner or consumer shall pay to the City the amount charged based on the Director's computation or estimate of water delivered.
The Director shall calculate charges for water and sewer service based on water usage rounded off to the nearest 1, 000 gallon increment.
