Statements of charges for water, sewer and other services shall be deposited postage paid by the Director of Finance with the United States Postal Service for delivery only as a matter of convenience to the owner or consumer and failure of the owner or consumer to receive statements does not relieve the owner or consumer of his or her obligation to pay such statements.
All charges for service provided by the Division of Utilities shall be paid to the City at the Municipal Building.
