The owner of any property served by the water or sewer system may have a tenant, occupant or lessee receive the statements and pay charges for water and sewer service but such occupant, tenant or lessee for such purpose acts as the agent of the owner who shall not thereby be relieved from the payment of any charges not paid by the tenant, occupant or lessee.
