1040.06 RIGHT OF ENTRY; FEE.
   The Superintendent of Utilities may enter any premises to which water is delivered or sewer service provided for the purpose of reading, repairing, installing or removing or inspecting water meters, inspecting water distribution, water and sewer service lines or for any other purposes necessary to the proper and efficient operation of the water and sewer systems, and if any owner or consumer shall unreasonably deny such access the Superintendent may discontinue, with the approval of the City Manager, water service to the premises to which access is refused, and shall not resume water service until access is permitted without obstructing, and until a fee of twenty-five dollars ($25.00) for such resumption of service has been paid to the City.
