   1040.05 CHARGES FOR SERVICE TO BEGIN IMMEDIATELY.
   Whenever water or sewer service is begun or resumed to an owner's or consumer's property, the water, sewer and other charges provided in Chapters 1044 and 1052 shall begin immediately.
