Before any person shall use or draw water from the water system, or discharge any sewage into the sewer system, a valid zoning permit from the City shall have been issued and be in effect for new and remodeled construction on the property served, and both a valid zoning permit and a certificate of occupancy shall have been issued and be in effect before and during occupancy of new or remodeled construction or reoccupancy of property after termination of service for thirty days or more. The owner of the property served or the consumer shall apply to the Department of Finance for water or sewer service, and shall provide the information necessary to determine the ownership, location, use or proposed use of the property served, the amount of water likely to be required by the consumer, and such other information, documents and assurances required by the Director to process the application.
