(a) Except as provided from time to time by Council, the City Manager may promulgate such rules and regulations as are necessary and reasonable for the proper operation of the water and sewer systems and where such rules and regulations are not in conflict with the Constitution and laws of the State, the City Charter or ordinances adopted pursuant thereto, they shall be in full force and effect as if adopted by ordinance.
(b) The provisions of this chapter and any rules and regulations adopted as provided herein shall be a part of the contract with every consumer supplied with water by the water system and every user of the sewer system and every such consumer or user shall be considered to have expressed his or her consent to such rules and regulations.
