(a) A set of standards for the construction, maintenance, repair and improvement for the streets and public ways of this Municipality shall be promulgated by the Director of Service.
(b) All persons, firms and corporations constructing, maintaining, repairing and improving any street or public way of this Municipality shall, in addition to complying with all other applicable ordinances, resolutions, rules and regulations of the Municipality, comply with and abide by the standards promulgated pursuant to subsection (a) hereof.
