Whoever is issued a permit under the terms of this chapter shall place the same in the possession of the person in charge of the work to be done, at the time the thing or act to be done is being carried on. Such permit shall be exhibited to any police officer or other proper public official demanding to see the same, and it is made the duty of every police officer, upon observing work being carried on or anything being done in or on the street, sidewalk, sidewalk space, alley, public way or place of the City for which a permit is required under the terms of this chapter, to demand an inspection of and examine such permit.
No person in charge of such work shall refuse to exhibit the permit, and in case of any failure or refusal to exhibit such permit the officer shall order the work discontinued until the permit is exhibited to him or her and he or she has had the opportunity to examine it.
