Upon receipt of an application therefor, payment to the City of the permit fee provided in this section and posting of the bond provided in Section 1020.04, the Director of Service shall issue permits for any of the following named licenses in a street, sidewalk, sidewalk space, alley, public way or place:
(a) For street pavement excavations for water, sanitary sewer or storm sewer connections or repairs, the permit fee shall be thirty dollars ($30.00) for the first thirty linear feet of excavation or fraction thereof, and twenty dollars ($20.00) for each additional thirty linear feet of excavation or fraction thereof. For excavations outside street pavement areas, but for the purposes specified herein, the permit fee shall be twenty-five dollars ($25.00) for the first thirty linear feet of excavation or fraction thereof, and fifteen dollars ($15.00) for each additional thirty linear feet of excavation or fraction thereof.
(b) For excavations for gas, electrical or telephone connections or repairs by public utilities authorized to operate in the State, the permit fee shall be twenty-five dollars ($25.00).
(c) For construction, reconstruction or relocation by public utilities authorized to operate in the State of any public utility conduit, line or main, including any manholes constructed with the aforementioned line or main and being an integral part thereof, the permit fee shall be twenty-five dollars ($25.00) for each 500 linear feet or fraction thereof.
(d) For construction or reconstruction of a driveway, except when in conjunction with a sidewalk, the fee shall be twenty-five dollars ($25.00), but this provision shall not apply to City-required sidewalk maintenance programs.
(e) For construction or reconstruction of a sidewalk or curb and/or drive approach, when in conjunction with either a sidewalk or a curb, the permit fee shall be twenty-five dollars ($25.00) per 100 linear feet or fraction thereof, but this provision shall not apply to City-required sidewalk maintenance programs.
(f) For any other excavation in a street, sidewalk, alley, public way or place not specifically mentioned above, the permit fee shall be twenty-five dollars ($25.00).
(g) For inspection or extra inspections caused by incomplete faulty preparation, the fee shall be twenty dollars ($20.00).
