252.12 RELATIONS WITH ORGANIZED EMPLOYEES
   (a)   The City Manager shall have the authority to administer all policies relative to relations with organized employees and relative to grievances and complaints of employment matters, pursuant to the City Charter.
   (b)   Any current or future recognition of an employee organization shall terminate effective one year from such recognition or upon a date agreed to in the course of collective bargaining, not to exceed three years from the date of recognition.
