252.10 PAY GRADES.
   (a)   All positions in the City service shall be assigned pay grades from time to time by Council.
   (b)   An employee's hourly compensation shall be fixed by the City Manager at an amount within the grade established for each position listed in Section 252.09. Upon notification of Council, the Manager may assign employees to pay rates not within their prescribed grade for a period not to exceed six months.
   (c)   New employees' compensation shall be fixed at the minimum step rates within the pay grade provided for the positions, except that compensation of employees with exceptional qualifications beyond the minimum required for the position may be fixed at higher amounts within the respective grades.
   (d)   Employees' compensation, upon recommendation of the appropriate department head, may be increased by the City Manager to higher amounts within the assigned pay grade. New employees normally shall be considered for an increase in compensation after six, eighteen, thirty, forty-two and fifty-four months of regular employment. No change in compensation shall be made unless the employee demonstrates proficiency and merits additional compensation because of his or her competence and willingness to perform his or her duties.

   (e)   Any nonexempt employee required to do the duties of his or her supervisor for one-half shift or more because of the supervisor's absence shall be paid at a rate equivalent to the next higher step rate for all hours of such duty. If the employee's regular pay rate is at the top of the grade, his or her rate during such duty shall be equivalent to the top step for the next higher grade of the Regular Pay Table.
