The Director of Finance is hereby authorized, from time to time, to enter into agreements and contracts with the employees of the Municipality, whether they are elected or appointed, to assign a portion of their wages to third parties under the provisions and limitations of Ohio R.C. 1321.31 and 1321.32 and other applicable provisions of law. The Director may then withhold payment of such assigned portion of the wages of such employees and pay such portions to the authorized third parties under the provisions of this section and applicable law.
