(a) The Englewood Community Improvement Corporation, a community improvement corporation organized and existing as a corporation not for profit under the laws of the State, is hereby designated by the City as the agent and instrumentality of the City for the industrial, commercial, distribution and research development in the City.
(b) The plan of industrial, commercial, distribution and research development for the City, which has been presented to Council by the Englewood Community Improvement Corporation, is hereby confirmed and the proper agents of the City are hereby authorized and directed to execute and deliver any consent to the plan and to enter into any necessary agreements required by law to effectuate such plan in cooperation with the Englewood Community Improvement Corporation.
