The Director of Community and Economic Development shall perform the following functions:
(a) Direct the City's economic development program with prospective industries, developers, financial institutions, City staff, chambers of commerce and other development agencies;
(b) Direct the long-range and current community development program, including preparation of planning reports, implementation of development controls and preparation of Federal, State and local grant programs;
(c) Assist the Director of Finance and the City Manager in preparing the annual analyses of revenues and expenditures and updating the capital improvements program and budget;
(d) Serve as the Secretary-Treasurer for the Community Improvement Corporation and provide staff assistance to the Planning Commission, as well as liaison with Council and City staff;
(e) Direct the Division of Code Enforcement in the administration of City codes and ordinances;
(f) Administer the Department, including formulating and recommending to the City Manager policies, procedures, rules and regulations for the operation of the City and the Department relative to the Director's responsibilities;
(g) Direct the assignment of departmental personnel and provide for their training; and
(h) Perform such other duties as the City Manager may prescribe.
