(a) Probationary police officers are officers during their first year of service with the City.
(b) Probationary police officers shall be liable to reimburse the City for the following expenses incurred by the City during their first year of service: Basic training, recruiting, testing and selection expenses and equipment not reusable within thirty days.
(c) When a probationary police officer leaves the service of the City, he or she shall be liable to reimburse the City for a percentage of the expense of the items of expense enumerated in subsection (b) hereof, as follows:
