(a) The administrative service of the City shall be divided, under the City Manager, into the following departments with the following heads thereof:
(1) Department of Finance - Director of Finance
(2) Department of Law - Director of Law
(3) Department of Police - Director of Police
(4) Department of Service - Director of Service
(5) Department of Health
(6) Department of Community and Economic Development - Director of Community and Economic Development
(7) Department of Management and Support - City Manager
(8) Department of Seasonal Employment - City Manager
(9) Department of Human Services - Director of Human Services
(10) Department of Fire - Fire Chief
(b) The Department of Health shall not be staffed. Functions which would normally be performed by the Department of Health shall be provided for by contract with the Montgomery County Board of Health.
