Ordinances, resolutions, communications and committee reports shall, if possible, be in the hands of the Clerk of Council by 1:00 p. m. Thursday prior to the time of the meeting. This provision may be waived by the Chair so as to permit the reading and reference of any ordinance, resolution, communication or committee report. This rule shall not apply to special meetings.
