The rules set forth in this chapter may be amended or altered or new rules may be adopted at any time. In the case of any amendment, alteration or adoption of new rules, the matter shall be referred to the proper committee for report and any such amendment, alteration or new rules shall be read on three different days, unless this rule is suspended by a three-fourths vote of the members. Any amendment, alteration or adoption of new rules shall be upon a majority vote of the members.
