(a) In the absence of any Council rule upon the matter of business, Council shall be governed by the ordinary rules governing legislative bodies as laid down and set forth in Robert's Rules of Order.
(b) Nine books on Robert's Rules of Order shall be purchased. The Mayor, the six Councilmen, the Director of Law and the Clerk of Council shall retain one book for his or her term of office.
(c) A seminar shall be conducted every two years on Robert's Rules of Order. It will be compulsory for all Council members, the Mayor and Clerk of Council to attend. This should be held at the start of newly elected members' terms.
