220.07 MOTIONS.
   When a motion is made it shall be restated by the Clerk of Council before voting. Any member may demand that it be reduced to writing. A motion shall not be withdrawn by the mover without the consent of Council if it has been seconded. Unless otherwise required by law a motion shall be deemed passed if It receives the affirmative vote of a majority of the members present. Upon the President ordering roll call, it is the duty of every member who has an opinion on the question to express it by his or her vote. However, he or she cannot be compelled to do so by any rule and may therefore abstain from voting. The abstention shall not be counted but shall be recorded in the minutes following the vote.
