There shall be a Personnel Advisory and Appeals Board of three members, appointed by the Mayor with the consent of the Council, for staggered terms of three (3) years. All terms shall be for three (3) years; any vacancy within a term shall be filled for the unexpired portion thereof. Any appointee shall continue to serve until his successor has been qualified. Each member of the Board shall be a resident of the Municipality.
